New buildings planning managing and construction pricing and bookkeeping

Looking for full time worker, ( needs to have experience) to manage from office, construction on new buildings from the beginning of government plan approvals, do construction pricing, compare proposals, and keep payment records on QuickBooks.
Person must have experience in reading building layout plans, understand building codes, have good bookkeeping experience, and understand construction process and insurance requirements. must speak fluent English
