Job Summary:
The HR Manager will oversee the human resource functions of RFCS, which operates an ODP 6400 residential agency and home care program. This role is critical in ensuring that all HR processes support the company’s mission of providing exceptional care to individuals. The HR Manager will lead the recruitment, onboarding, and retention strategies, ensure compliance with regulatory requirements, manage employee relations, and support workforce development across all levels of the company. This position requires a strong understanding of HR practices, labor laws, and regulations, particularly in industries with hourly workers and compliance-heavy environments.
WHAT YOU WILL DO:
Recruitment & Staffing:
• Enhance employer branding to attract high-quality candidates.
• Manage the full-cycle recruitment process, including job postings, candidate outreach, interviews, offer negotiation, and onboarding.
• Build and maintain strong relationships with healthcare professionals to create a talent pipeline for future opportunities.
• Ensure compliance with all federal and state healthcare staffing regulations, licensing requirements, and company policies.
•Track and maintain accurate candidate records in the applicant tracking system (ATS).
Onboarding & Training:
• Ensure a smooth onboarding process for all new hires, including orientation and necessary training.
• Act as the Subject Matter Expert of ADP Workforce now for the company.
• Work with the Training Manager to ensure all employees meet compliance training requirements (e.g., Relias LMS, Medication Administration, CPR, First Aid).
• Coordinate with supervisors to address ongoing training needs and professional development opportunities.
Compliance & Recordkeeping:
• Ensure the company’s HR practices comply with federal, state, and local regulations (e.g., FMLA, ADA, wage and hour laws, 6400 regulations).
• Maintain accurate and confidential employee records, ensuring up-to-date documentation for audits.
• Collaborate with compliance teams to ensure ongoing adherence to industry regulations, particularly for DSPs and other care staff.
Performance Management:
• Implement and manage a performance evaluation system, ensuring timely and constructive feedback for all employees.
• Work closely with supervisors and managers to ensure clear communication of job expectations, accountability, and corrective actions where necessary.
WHO YOU ARE:
Hard skills
• Proficiency in applicant tracking systems (ATS) and HR software such as ADP Workforce Now.
• Proven expertise and at least 5 years of solid experience in end-to-end recruitment, preferably from the healthcare industry.
• Strong understanding of recruitment strategies and workforce planning.
• Experience in data analysis and recruitment metrics.
• Ability to design and implement onboarding programs.
• Familiarity with employer branding techniques.
• Excellent communication and interpersonal skills with a proven ability to build relationships across all levels of the organization.
• Ability to manage sensitive and confidential information with discretion.
• Demonstrated experience in employee relations, recruitment, and performance management.
• SHRM-CP/SHRM-SCP or PHR/SPHR certification preferred but not required.
Soft Skills
• Familiarity with US employment regulations and benefits, specifically in Pennsylvania, preferred.
• Excellent communication and negotiation skills.
• Strong problem-solving and decision-making abilities.
• High level of adaptability and ability to work under pressure.
• Ability to build strong relationships with candidates and internal stakeholders.
